I don't think things like names, one of the most flexible aspects of language and Culture, should have "absolute" rules at all. There is of course a generally excepted pattern. I suggest that we consider the and five letter rule for males, and and glottal catch rule for the females a Shikahr area thing, or perhaps that entire contenent.(The reason I say Shikahr is because Sarek, Spock, Sybock, T'Pring, T'Pau are all from that area.) The others such as Veleris, Vorik, Tovok, Selar, can just be of different cultural and national backgrounds. After all, there are different religions on Vulcan. (I believe this is mentioned in Vulcan's Glory or TVAM). This would work great with Tuvok because of his different color. It can be assumed that the darker Vulcans come from a place that is "hot" even by Vulcan standards. HISTORICAL NOTE: After the "Awakening", there was an adaption of the naming trends attributed to Shikahr. Some however decided to keep their "roots" and keep their vernacular names intact. There are ocasionally some who chose to create names which show a defiance from what Vulcan calls "normal". Some ideas.
