It is not Russion, its either Slovak or polish. 
It says: "To remind, our firm Ditec, is a member of your
TNT program, and for that reason, I would ask you for the change
of this incident in the Maintainence annount ZSR into some of
our account."  Don't know if that makes much sense - but it 
is close enough for Czech fot me to understand most of it - so
I think it is Slovak...
