I can read it with some difficulty, missing a few of the words. I have seen that structure before when I was in intelligence ops in the Navy and worked with Russian. Occasionally, we'd pass things like this along for some other linguists to deal with. I am fairly sure it not Polish and I don't think it is Bulgarian or Serbo-Croatian, since they have a tendancy for putting consonents together with few vowels, making them look awkward to pronounce.
