Vulcan Language Guide pamphlet

I'd be curious as to the contributors' comments on the Vulcan Language
Guide that came out anonymously in pamphlet form in the 1970's and was
sold at many conventions.  A Japanese friend says that it resembles
disguised Japanese.  Does anyone know who wrote it and/or why they never
built on this interesting work?  Somewhere I have a dusty old copy but
it has not turned up yet from my recent move!  Thank you!
