To the charges of misrepresentation of Klingon, I plead "No Contest,"
your honor. I wasn't thinking of <q> and <Q>, though I could have
been. Or of <d> and <D>, <i> and <I>...

If there is no <h>, I can only assume Okrand decided to use <H> to
keep people from mistaking the Klingon sound for anything like the
English /h/. Which actually makes my point better...
